Thanks for the response, Lon. After searching around the Web it kinda looks more like grape tube galls formed by the midge Cecidomyia viticola as shown in a photo near the bottom of this site: http://www.oardc.ohio-state.edu/grapeipm/insects_attacking_grape_foliage.htm. However, the galls on my leaf are growing on the top leaf surface, not the bottom as shown in the photo..
