My dad has an electric fence in the suburbs. It's actually a chicken-wire fence with two electrified wires, to keep ground hogs and squirrels from climbing over the chicken wire. He had to move the wire from the outside of the fence to the inside, because the little kids next door got into it when their soccer ball went astray. It doesn't work as well, but it is still better than no electric fence. And yes, I agree that in the suburbs, it is not socially acceptable to zap the neighbors' kids, even if it's not actually dangerous.
