I have gotten Siberian C seeds from Margie Luffman at Harrow several times. The first time I stratified before planting (98% grew the first season) but after my zone 3 Winter, about 20% survived into the following season.
The second time I received seeds, I planted immediately so the seeds would be subjected to frozen ground temperatures. About 20% grew and, 100% of those, 20% survived into their second season.
I also got some Bailey seed (once) and of those that grew, zero percent survived after their first season here.
The winter low temperatures for all of the above tests measured in the thirties (Fahrenheit) below zero. Of my surviving Sib C's, they only bear fruit following a Winter in which the low temperature did not drop below -25 F.
