This is true! My Persian Lime froze back to the graft a year after it was planted in one of those rare cold snaps where the temperature drops below 30.
I thought it was a lost cause, but it sprang back in about two years a lot more vigorous than it had ever been before. It had reached a height of nearly 30 feet until Gustav took the top half off it last year. It's at the end of its bloom now and loaded with tiny little limes. It seems the more that tree gets abused, the more vigorous it gets.

My parents live about 50 miles too far north to grow Key limes.  They had a
permanent 8x8x8' frame of pipe around their tree, and when it was going to
get really cold (for central Florida) they'd put a heater in there and tie
tarps on the frame.  They had good crops off that tree for about 15 years,
till a bad freeze got it and it never really has recovered.  Usually with
citrus if you can keep the graft from freezing, the tree will grow back up
and be back in action in 2-3 years.  Donna
