Generally, you'll get standard (full size) trees if you use seedlings for rootstock. They will vary enough that in a given group you might get a few that are extra large, and some that may be more like semi-dwarf. This does depend on what the male parent of the seedlings was, though.
Any scab resistance in the rootstock won't show on the scion (bud) variety. That can only be determined by letting the seedlings grow up large enough to be able to evaluate them on their own merits.
