I wish there was a simple/do-able policy for the little guy to share plant material.

Life is a lot easier for the hobbyists who grow unusual fruits. It's just the commercial crops like apples and pears that require regulations.
I brought a collection of Cornus mas trees across the border with only a regular phyto, but wouldn't have been able to bring an apple to eat.
