Bob,

Triple Crown is a floricane fruiting variety and not a
primocane fruiting variety so they will only fruit on
second year canes which have overwintered. On rare
occasions, you can induce late season flowering by
causing the canes to go dormant through water stress.
It doesnt work very well, however, and is unreliable.
If freezing is going to be a problem in your area,
your best bet is to try to protect the canes from
winter cold by laying them down along the ground in
the late fall and using a very loose mulch over them
to insulate them.
