When you said "the Gov. Dept that printed it" it reminded me that Government copyrights are not the same as private copyrights. If the USDA publishes something it becomes available to the public as soon as it is printed, in other words you can copy it without permission, immediately. I do not know about New Zealand's law but it may be similar.
If the book has a private copyright them the law you stated would probably be the correct one.

A Google search came up with the following:

Crown copyright lasts 100 years from the end of the year in which the work was made.

This book, "Persimmon Culture In New Zealand"  is a crown copyrighted book. Great book on kaki persimmon. Last summer I tried to find the owner and was told the Gov. Dept. that printed it no longer existed.

Googling for the authors, Hirotoshi Kitagawa and Paul Glucina returned no find as of this morning.
