Charlie,
go to your nearest auto parts store(or even SprawlMart has it) and get a 16 oz tube of 'Slime' tire sealant - the cap contains a valve stem 'wrench', allowing you to remove the valve, then you just squeeze the Slime in through the provided tube, replace the valve, air it up, and spin the wheel to distribute the sealant.  It'll seal holes up to (I think they claim) 1/4 inch. 
After dealing with constant flats in my ATV tires(it seems that my wife never avoids a honeylocust seedling if she can help it), I've put Slime in all of them, as well as in troublesome lawnmower and farm trailer tires. Works like a charm.

Never heard of putting concrete in a tractor tire, though my neighbor across the way had his filled with injectible foam.  No flats, but boy, is it a rough ride, driving that tractor over uneven ground.

Of course for tractors that is a bad idea, as it adds great weight and
increases soil compaction.  But how much weight could this add to my little wheelbarrow?  Is it as simple as mixing the concrete and putting it in the tire and putting it on the rim?  I know there are 'no-flat' tires sold but I couldn't find one in 3.00 - 8 and anyway they can $40 or more, too much.
