I have one semi-dwarf Northern Spy tree about 33 years old. Indeed it makes many dozens water sprouts each year that if not pruned in two years will grow into respectable dwarf trees of their own. I find it interesting that considering these tendencies Northern Spy threw one of the MM rootstocks, I believe it is MM 111.
Northern Spy ripens here in this part of Massachusetts every year precisely on October 20. I was comparing with a grower in the Buffalo area who said there they ripen at end of October. I have heard Spys are grown in Maine, this surprises me, although one apple here, a strain of Golden Delicious does not ripen until November 1 and it has no problem.
