Bruce,

The buds have formed this year but are not actively growing. They normally will stay just like they are until next spring when the plant "starts to wake up". Then you would cut the host (or rootstock) back to just above the bud and that will force all the energy into that bud and develop the new tree or branch. Sometimes they will grow without being cut back but not always. If you cut the host back to just above the bud after it has knitted together (taken) this summer it would start growing this season then it would no longer be dormant.. You don't want to do that because it would not harden off in time for the winter season.

I don't quite understand this. If you are using "this summer's" buds, they can't be dormant this time of year, right? Or am I just dense.
