Bartlett seedlings are cheaper than OHxF, and the rootstock is less likely to get infected than the top much of the time. You'll get away with a seedling rootstock a fair amount of the time, but not always. Places where the stock might get winter injury, sunscald, or other damage, followed by high fireblight pressure in the summer are the places where seedling rootstocks will really get whacked. You might plant the tree deep enough to encourage scion rooting, then it wouldn't matter what the rootstock was.
