Was looking around in Google and found the Idaho law for a seed dealer's license, but it says

"(6) An in-state seed dealer or an out-of-state seed dealer, who sells,
offers for sale, exposes for sale or delivers seed only in packages of less
than eight (8) ounces shall be exempt from this section."

The Oregon law also exempts packages of less than one half pound. That makes sense. They are looking for the huge businesses selling seed to monster farms, not someone selling a package of antique corn seed.
