That's a variation on one of the oldest methods, burying cuttings upside down in sand pits outdoors. The idea is that the top layers of sand get warm first, so the bottoms of the cuttings callus before the deeper levels get warm enough for the buds to push. The basic principle is mainly to keep the bottom of the cutting warm and the top as cool as possible. I've seen rooting benches in a cooler, with a heat cable under the cuttings. The top stays in the very cool air and the buds stay tight, while the bottom gets warm and roots.

He says his normal procedure is to totally cover the treated cuttings in vermiculite UPSIDE DOWN.
He asks if he should also dampen the  vermiculite with the IBAWSS solution.
His procedure is to remove the cuttings from the vermiculite when the roots start to form>then plant.
 
I believe that his intention is to have the latent buds remain dormant until after the roots form since he does not want the bud imitation to be a sink.
 
My normal procedure would be to have him
>long basal soak in the IBAWSS solution for the same concentration and timing
>then plant in a protected location.
