It's a peg grafting tool. It'll probably work OK with apples/pears and the like, but I don't hold much hope for it being really effective for hardwoods, like oaks & nuts.
Guess if you had an ornamental specimen that needed a branch in a specific spot to give it more 'fullness', it might be worth a try.
