Bruce,

I have a wetland pond that was installed several years ago, and I asked the
local DNR rep regarding the removal of cattails since my pond is overriden
with them. He suggested either Rodeo, or Roundup with a surfactant added (I
added a few drops of liquid soap as a spreader rather than a sticker). I
used the Roundup since you can get it anywhere pratically. I needed several
sprays to control it since the Rodeo mix has a higher concentration of active
ingredient than you get from the Roundup you get at WalMart or Lowes. It
does work for me. However, you may want to remove the dead or decaying
stalks from the water. They tend to get a bit stinky.

Lucky:

Do you know how to get rid of/reduce the number of cattail plants. Thy are
already there. Also, I plan on cutting down the tops this fall. Should they
be used as a fall mulch on the garden? I will use a rake to clear out most
of the vine type plants.

Bruce,
The filamentous type vegetation can be controlled, to some degree, by
fertilization or use of one of the sunshade(AquaShade, etc.) products that
diminish penetration of sunlight.
Cattails are best controlled by making certain that pond edges drop off
rapidly to a depth of at least 18-24 inches. Shallow, sloping pond banks
are the ideal spot for cattails.
