Yes, Irv- but if you are just trail riding, on a narrow and very well treed trail- you might need to know this stuff. Not all of us are, or were, cops! :-)

In Pennsylvania you just arrest the idiot.  It is a felony to harass a search horse, on or off duty, 24/7, and that means a ranger can use deadly

force to stop him even if us civilians can’t.
