Broken glass always presents a danger, but more often in a river or stream than on dry land, Water acts as a lubricant making it easier to cut deeper. Also, a wet hoof is softer as we all know as it is much easier to trim. A similar phenomenon also occurs with vehicle tires. Try cutting a tire with a knife when both are dry then try cutting the tire while it is being held underwater. A piece of broken glass will usually crumble when stepped on on dry land, but the same encounter can cut deeply under water.
