This e-mail applies only to those MSAR units in the United States
that are formally organized (or informally operating) as tax-exempt
organizations with the IRS.

Currently, exempt organizations with gross receipts under $25,000
do not need to file an annual notice (IRS form 990). But that will
change as of 2008.

Note that organizations with purpose consistent with 501(c)(3) and
annual gross receipts under $5,000 currently may operate as exempt
organizations without ever filing IRS form 1023 to obtain a letter
of determination.
