But let's step back and ask ourselves this: Does a green horse
and/or green rider belong in any MSAR activity? Training, mock
search, or actual life-and-death mission?

Interesting question Una,

Since the world is not full of experienced riders and horses beating the doors down to get into MSAR you take what you can get (within reason). The training and mock searches will eventually provide the seasoning necessarry while the senior members of the unit provide the support and guidance needed.
to insure a safe competent member. If it takes two years, it takes two years. The process of getting SAR certified, MSAR certified and working up a horse is a time consuming endevour. This works well getting the new folks up to speed. Everyone is different, and progresses at different rates. However only the field certified folks belong an the "life of death missions". This being said green horses and riders don't have a lock on stupidity either, the experienced folks screw up as much as anyone.

Dana, don't worry about colored ribbons.pay attention to everyone around you.

Do MSAR groups have any proposed standard to identify greener or
more anxious horses to riders that may be following?

In some places, there is a general riding custom: red ribbon
on the tail = kicker; green ribbon = green (ie, inexperienced)
horse and/or rider.
