wind chill is applicable when you are looking at the rate of cooling of an
object warmer than the surrounding environment. Once an object is at the
temperature of its surroundings, it won't cool anymore, so wind chill is
meaningless. The wind itself, though, can still dessicate the plant, and is
therefore important. A major benefit of row cover is reducing the wind's
effects on leaves, regardless of temperature.
