I've done that some years and not others -- depends on how early I plant them and what the weather's like at the time. I did use hoops the years I've done it.

I don't have enough samples each way to know if I should be doing it in the years in which I don't.

Have you tried row cover on top of the black plastic?  I put row cover on top of hoops and some without.  The hoops seem to help the plants to get off to a stronger start.
