I've transplanted garlic in the Spring. It won't be likely to be as big as
Fall-planted garlic, but it's worth making the effort. The key is to get the
transplants into the ground as soon as they are ready in the greenhouse,
which is only 2-3 weeks. They need to take off quickly when planted in the
ground, so use a starter fertilizer at planting (Miracle-Gro, fish emulsion,
bone meal, etc). Then, water will help get the roots growing out quickly. So
make sure they have abundant moisture for the first couple of weeks. In the
tunnel they should do fairly well.

You might want to try planting cloves extra-early in the tunnel and putting
row cover over them. Garlic can grow at very cool temperatures, but mostly
it will be roots. But that will help them establish quickly. You may find
that technique is easier and just as effective as transplanting.

Make sure it is vernalized properly. If the seed hasn't been stored cold
enough for enough time, you won't get proper bulb formation.
