When I used Planters Paper it was back in the 90’s. We found it was difficult to lay with a regular plastic mulch layer, but with a few adjustments to the machine it could be done. Cutting holes in it is also introducing a bit of risk, as it can “zipper” a little bit. But it held together pretty well if zippering was avoided and the edges didn’t break down until late in the season. It did degrade sufficiently to be tilled under in the Fall. So I thought it was a good product but no one here wanted to switch from plastic mulch. Might be a different story today though. I agree that seasonal moisture could impact results.

Bill we were pretty wet around here last year, did it degrade really fast along the edge's of where it goes in the ground, and what about tearing, it doesn't have the flexability as plastic.
