One of the markets I go to sets up on village property (sidewalk, and park in adjacent street parking spaces).
We have never paid anything. On the other hand, all we get is our parking spaces saved for us early that morning; and I don't think they generally do anything very actively about that.
We don't have a contract, we give them a letter every year formally requesting permission and always get it.
