I paid about $0.30/ lb. at Southern States for Spring oats. What price are you paying for the feed oats?

If using oats as part of a cover crop mix, is it o.k. to use feed oats like I would buy for a horse at the feed store? I'm looking for something that will winter kill in zone 6.

I'm in KY zone 6 as well.  Our local Mennonite feed store said the oats they sold me for cover crops WOULD kill over winter.  I found no noxious seeds in mine other than oats, and I spread them all my hand, so I saw everything that got spread out.
