2,4 D...the broadleaf herbicide used by most landscapers....breaks down very quickly in warm summer weather.  I have allowed landscapers to dump grass clippings and just let the pile rot for a season...downwind of neighbors because the decomposition odor can offend sensitive city noses.  (Just smells like free nitrogen to me)  Many landscapers sell/frighten homeowners into a 5 application program per season..usually, 5 fertilizations, 2 broadleaf weed treatments and a grub insecticide once or twice depending on the devotion of the lawn owner.  If you have a place to stash the pile, might as well reclaim the nitrogen. 
 
I now sometimes get clippings from county golf course greens which are nearly minced and decompose rapidly.  (The county is becomming somewhat concerned about herbicide costs and limits their use.)
