Andy, I don't plant oats in the row middles of strawberries, however, I do
plant oats (2 crops) in the row middles of garlic, using the oats grown as
a mulch in the garlic bed. Works very well.

I plant the oats using 4 earthway seeders ganged together at 8" spacing.
I don't have a flail mower small enough to get in between the garlic, so
I've been yanking the oats by hand and applying to the garlic bed. I've
toyed with using a scythe but that is a bit tricky too, you still need to
apply the mulch by hand anyhow. I am in the market for a BCS style 3' or
4' sickle bar mower for next year.
