Find a company that sells energy efficient fluorescent fixtures and tubes and ask them to donate some old fixtures. Make sure you get the energy efficient ballasts and tubes. That way you have an ecological lesson in sustainability built into you seed growing. Mount three or four two lamp fixtures as close together as you can get them on a piece of 3/8 inch plywood. If you cant use chains, make the ply hang over the ends of the fixtures and use gallon paint cans to support the fixtures over the plant trays. Use 3/4 inch scraps to raise the lights as the plants grow. Be sure to keep the lights as close to the plants as possible to prevent them from getting leggy. They'll need all the light they can get.

A shop light fixture hung on two chains with S hooks at either end. As
the plants grow you simply shorten the chain by moving the light fixture
up the links. can hang from a shelf or the ceiling
