Presuming you mean bulbing fennel: I had some that wasn't going to make it to size, so tried taking some to market anyway. It didn't sell; people said "Isn't that supposed to be bigger?"

Markets vary quite a bit, though. At some markets it's hard to sell baby zucchini; at others, you can't sell any other size. I'm in luck, and have customers both for the baseball bats (zucchini bread, relish, stuffed zucchini) and for the babies (customers who sauté, steam, slice into salads); though some of them give each other very funny looks when they see people actually taking the other size. So you could try the baby fennel, and see what happens.
