White clover works well for paths. It can be a bit difficult to
establish sometimes and the seed is expensive but it is low growing,
spreading, and, as a legume, fixes nitrogen.

By the way, an good video on cover cropping (which includes some
examples of permanent beds and cover cropped paths) is available from
the University of Vermont.

The same person who produced this video has several others. I've also
seen the one on weed control (it features various types of
tractor-mounted cultivators).
