I'm not sure about the pepper and tomatoes but I have sold herbs on markets for several (8) yrs in 3 states.  For perennials I charge $3 for the 4"pot and $5 for the 6" pot; annuals - $1.50 each or 6 for $5  I only sell annuals until July 4th ish.  One comment though on the species that you are growing - Cilantro - this bolts really quickly when put into the ground, and will not survive long in the pot either.  I don't sell it in pots, just fresh cut in the summer.
