I've grown mini-bells, btw. I didn't have any problem with
them not sprouting: however, the peppers were really small
and jam-packed full with seeds. I know they were mature,
because they turned a golden color. It was a little tricky
to get the flesh off the seeds. They were only about double
the size of a large black olive, maybe not even double.

I don't think they are really worth growing for an *eating*
crop, but just for the 'cuteness factor'.
