Thanks everyone, I do use heat mats for the germination. These must be old seeds since the peppers planted after them have sprouted. It is cool down there, so try to keep them on the mats until first true leaves. I don't think I will try the salt peter as this is a small town! This is the second year that particular type has not sprouted (mini-bell). I thought they would make a nice market draw. We (market) are working on busing the elderly to market and I thought it would be a great fit. Oh well.
