Locate the people who trim the trees on the power lines. If you can offer them a place to dump the already chipped up tree limbs, you have the start of some compost. It takes a couple of years to decompose and you don't want to put it on until it looks like rich, black soil. It takes time but no money. Some companies dump only chipped wood - others dump with logs (firewood) in it. The best way to find them is to stop when you see a truck and ask to speak to the supervisor, tell them you can a place they can dump.
Good luck, it sounds like a really worthwhile project. BTW, lots of seed companies will give you free seeds when you are ready.
