Many farm stores carry a tool for pulling steel T-posts; that would
probably work, though it might not grip the re-bar well. Cost should
be around $30.
If you have a tractor with a hydraulic lift, you can pull them with
that by wrapping a chain around the re-bar.
You might be able to hand pull them if you soak the surrounding ground
well.
