Me thinks they are modified, so I would consider them processed.
Think of this - what if, for some reason the soak water begins to
harbor some nasty organisms which penetrate the shell and gets people
sick. Yikes! I suspect regulations would requires some types of
precautions to avoid this (refrigeration?) and periodic testing during
the process.
