I get this too and thought it was some sort of anthracnose or something
until this morning. A few days a go I had cut all the chard way back and
it had goo regrowth that was free of blemishes at dark last evening but
this morning I find many plants full of these blisters on the stems and
lots of blister beetles causing them (and other damage as they happily
ate the chard). I killed most of them by hand picking
