Wet is so common here that only the worst downpour would stop us from planting outside. Also reasonable soil here tends to be very porous and 3 weeks without rain often means water stress for plants since most plants root only shallowly.
Our worst climate problem has always been the very fast switches. We can have frost followed by 25 C in less than an hour and then back to 5 C minutes later. Most plants don't like that at all.

drought is the normal here so u live with it anyway. right now we're getting the first decent rain of the year, maybe an inch, with actual thunder & hail. now the other growers at our mkt also live with this climate, but most have a little more rain & warmer average nites along the Rio Grande. I try to keep up with http://www.wunderground.com/ . can't do bed work tomorrow for sure but being raised & framed they dry out enough for transplanting in a day or two.

not by coincidence, I've been getting better at greens & tomatoes for some time, expecting store prices to keep rising faster. right on schedule, it's happening. also, our area is permanent drought, or technically desert, so we're using water conserving methods all along - watering raised beds instead of wasting water on the whole garden area, using mulch to conserve moisture & protect surface roots from high altitude sun. to do even better I need to shade some varieties in midsummer.
