I think the midwest could much worse off in just a few years of drought. The way this area is farmed (beans and corn) the soil doesn't drain well anymore and much of it is tiled allowing a much lower percentage to be absorbed for the aquifers. Much of the aquifer in my area is contaminated with atrazine too boot. Scientists with the U.S. Geological Survey have estimated that as of 2005, a volume of water equivalent to two-thirds of Lake Erie had been depleted from the Ogallala Aquifer, which supplies 30 percent of the groundwater used for U.S. irrigation.
