The more plant material is in the soil, on the soil, the more it retains water. This has been proven by Albrecht <U of Missouri> and can be found in his papers on drought...myths of drought....something like that at http://www.soilandhealth.org the online free library. He did studies using side by side I think corn fields.
IOW...the manure, etc, is not as important as the plant material that is decaying.
