I suggest that you:
1. Increase the organic matter in the soil.
2. Keep the garden mulched either by using organic matter from somewhere or grow green manure/cover crops.
3. Use drip irrigation. If you have pressure water just purchase dripline and connect to the water line. If you are without pressure water, I can tell you how to make a bucket drip irrigation system.
