Colleen,
When you are VPN'd into work, you are effectively part of that
network. As a result, you can receive email, but since you're not
considered to be on the RR network anymore, you can't access the RR SMTP
service. I've experienced this behavior when I take my laptop to a friend's
house who has a LAN with an RR cable modem (I have a LAN with Earthlink
cable at my house).
VPN isolates you (as a security feature) from the local network in this way.
If you had other boxes at home on a router, your machine would not be
accessible to them while you were VPN'd.
