I just confirmed that Mozilla 1.3.1 can log into Washingtonpost.com without any cookie problems. This, and your report the problem happens with other versions of Mozilla might indicate something specific to his computer. I'd check the following:
1. The reinstallations of other Mozilla versions didn't delete the actual profiles, leaving behind a bad configuration
2. Installing the program as one user and accessing them as another
3. disk space problems
Sorry he's having a problem; this type of thing can be pretty frustrating.
