Here's a touchy (or not touchy) subject. Chapel Hill is considering a
speech restriction ordinance aimed at panhandlers. Of course, this is
based on a 'good' aim; to make people who see panhandlers not feel so
guilty see http://www.theonion.com/onion3910/homeless_people.html for a
comic take on this.
Internetworker, Ruby Sinreich, has made a set of references about the
issue from a civil liberties and other viewpoints at

Ruby and other invite those of us who live in Chapel Hill to read, be
informed and sign a letter to the Chapel Hill Town Council about the
