Actually, there is:
"Last year, North Carolina enacted a law that requires every person under
16 years old to wear a bicycle helmet when bicycling on any public road,
public bicycle path, or other public right-of-way. The law went into
effect Oct. 1, 2001, and carries a $10 civil fine."
