Actualy, they do prosecute education associations.

I remember reading about BSA (not Boys Scouts from America) prosecuting
an association that was disrtibuting used computers in Australia .

BSA was charging them with charges of piracy in a huge scale: hundreds
of computers were being distributed by this association to kids with
special needs so they could join the information age...

Yes, ruthless criminals...
