So what do you all think? Is this going too far? Or is it another way to

Yes this is going too far.
Actually I personally think that its parents that need homing device at
times. As a parent of (I've said this before) a teenager I see many lacking
parenting skills.
Kids do not need a homing device...they need stable homes.
