BAGHDAD (Iraq): Iraq's Governing Council has signed up to an interim
constitution - despite sharp criticism from Iraq's top Shi'ite cleric.

The interim constitution is seen as a key step towards a planned handover
of sovereignty to Iraqis on June-30. The signing took place at a hastily
arranged ceremony in Baghdad after Shi'ite members of the council dropped
their objections to the document.

Constitution signed but outlook bleak

The ink was hardly dry on Iraq's wobbly interim constitution when the
country's majority Shiites made it clear that the document falls short of
their cherished ambition to run the country in which they have been
oppressed for centuries.

US occupation officials and members of Washington's Iraqi Governing Council
beamed when the constitution was signed on Monday, after two failed
attempts last week.

constitution on Monday in a ceremony in Baghdad.

The constitution has originally been scheduled to be signed on Wednesday
but was postponed following Tuesday's attacks on Shiite holy sites in
Karbala and Baghdad.

The interim constitution is expected to take effect on July 1 after the
US-led coalition authorities hand over sovereignty to a caretaker Iraqi
government on June 30.

period. Once elections are held, the new leadership can write a new
Constitution. But also, from what I have read, it will be hard to get rid
of much of the structure already put in place with the temporary Constitution.
