If you count heads of state/royalty/film stars as influence then there are plenty - especially roses named after them.  If you are mainly after politically powerful in their own right - that may be more difficult to trace. Have you tried  a few of the names you think might be interested in, into Google and see what it comes up with.
 
On a rose site I found: Marilyn Monroe, Barbara Streisand and Julia Child all have roses name after them.
